Cooperative Education Fund
 

What is Cooperative Education Fund (CEF) ?

As per sub-rule (1) of Rule 25 of the Multi-State Cooperative Societies Act, 2002:

“Every multi-state cooperative society shall credit a sum calculated at one percent of its net profits every year as contribution to the cooperative education fund maintained by the National Cooperative Union of India Limited, New Delhi.”

 
Utilization/Purpose of CEF Fund
 

As per sub-rule (5) of Rule 25 of the MSCS Act, 2002 the fund shall be utilized for the purposes connected with:

  1. Cooperative education and training.
  2. Human resource development for cooperatives.
Implementing Agencies
 

The programmes may be conducted through:

  1. National Cooperative Union of India (NCUI),
  2. National Council for Cooperative Training (NCCT),
  3. Contributing members, OR
  4. Any other professionally qualified body as the CEF Committee may decide.

The CEF Committee approved the following organizations eligible for availing financial assistance from CEF:

  1. National Level Cooperative Federations
  2. Contributing Multi-State Cooperative Societies
  3. State Cooperative Unions/Federations
  4. NCCT and its training units
  5. VAMNICOM
  6. Junior Cooperative Training Centres through concerned State Cooperative Unions.
Approved Activities
Approved activities for Utilisation of Cooperative Education Fund
(As approved by the CEF Committee in its first meeting held on 27th October, 1989)
 
  1. Planning, developing and monitoring cooperative education programme.
  2. Developing and evolving suitable modules of cooperative education.
  3. Running National Centre for Cooperative Education for the purpose of:
    1. Leadership Development Programmes for cooperative leaders.
    2. Executive Development Programmes for cooperative education personnel including trainers’ training programme.
    3. Other programmes for improving efficiency of cooperative education system.
  4. To undertake pilot projects in the field of cooperative education particularly in those states which are cooperatively less developed with a view to removing regional imbalances and fill up the developmental gaps.
  5. Undertaking research and investigation into various aspects of cooperative education programme.
  6. Preparation and production of model education aids including audio-visual aids, films, film strips etc. and taking steps for their adaptation.
  7. Production and publication of literature and dissemination of cooperative knowledge and information for the use of cooperative education personnel.
  8. Modernization of training technology and teaching aids.
  9. Maintenance of information bureau and library.
  10. Provision of infrastructural facilities and other support for the development of cooperative training programmes.
  11. To support International Cooperative Alliance (ICA) in furtherance of cooperative education and training progarmmes in India.
  12. To organize conference, seminars, workshops etc. in the sphere of cooperative education and training. These programmes shall have a wider dispersal in various states and will not be concentrated in cities.
  13. To undertake any other activities/programmes approved by the Governing Council of NCUI in furtherance of cooperative education.
Scheme for Availing Financial Assistance
 

Activities for which F.A. may be taken.

  • National/State/District Level Seminars /Conferences /Workshops for elected leaders, members and employees of cooperatives.
  • Inter-State Study Visits of elected leaders of cooperatives.
  • Training Programmes exclusively for women and youth.
  • Strengthening of State/District Cooperative Unions, JCTCs by purchasing library books/furniture, computers, furniture and fixtures for computer lab and classrooms etc.
  • Supporting/Inclusion of Cooperatives as a course/subject/paper/topic in educational institutions of the country.

Procedure for seeking financial assistance.

  • Download the Financial Assistance Form (Click here) & submit the form by email to ncuicef@india.coop.
  • Send a hard copy of the proposal to NCUI.
  • Await sanction.
  • Utilize the fund as per the guidelines of Financial Assistance before the close of financial year (Click here).
  • Submit all bills/vouchers and relevant documents as mentioned in the sanction letter may be submitted by regd. post to NCUI for adjustment of the advance amount.
  • In case, the financial assistance cannot be utilized before the end of Financial Year, then written permission may be sought from NCUI with proper justification.

Guidelines for Inter-State Study Visit
Financial Assistance for the Inter State Study Visit to be undertaken by the elected Office bearers and directors of the State/Distt. Level Cooperative Organisations
 

1. Objective :

 The Inter State Study Visit Programme of the elected office bearers and directors of the State and District Cooperative Unions /federations will be coordinated by the State Cooperative Unions.  It is expected that these visits would enable the participants to have direct interactions with the officials and non-officials of the Cooperative Organisations in cooperatively advanced states and also see for themselves the various activities being undertaken by the good working cooperative societies and the role being played by them in satisfying the needs of their members.  Such visits are likely to broaden their horizon and motivate them to take innovative initiatives for better performance of their cooperatives for the higher satisfaction of member needs.

2. States to be visited :

The Inter State Study Visit programme may be undertaken in one or two    adjoining cooperatively developed States.

3.  No. of Participants :

The visiting group may consist of at least 15 persons including a coordinator to be designated by the State Cooperative Unions.  The group shall consist of elected office bearers and directors of the State and District Cooperative Union/federations.
           
4.  Duration :

 The duration of the tour would be 10 days including journey days.

5.  Submission of proposal :

State Cooperative Union shall submit the detailed programme of study  along with Budget Estimates and the list of participants along with their designation and name of cooperative organization represented by them to NCUI well in advance before commencement of the study visit for approval of NCUI.  The study visit can be undertaken only after NCUI’s approval in writing.  The proposal may be submitted in the Performa enclosed herewith.

6.  Maximum Financial Assistance:

Maximum financial assistance up to Rs. 1.75 lakh shall be sanctioned as per the upper limits given below:-

i)          Train Fare (At actuals)                                        :           52500/-
(AC 3 Tier; @ Rs.3500/- per person)

ii)          Boarding @                                                      :           45000/-
            Rs. 300/day/person (For 10 days i.e. 300x10x15)

iii)         Lodging @                                                        :           52500/-
Rs. 500/day/person
For 7 days i.e. 500x7x15

iv)         Local Conveyance                                             :           12,500/-

v)         Miscellaneous                                                   :           12,500/-
                                                                                       ------------------------
                                    Total                                            `   1,75,000/-

7.         Contribution of the coordinating organization:

The concerned State Cooperative Union/Federation shall also contribute at least  10% of the total actual expenditure.  However, such contribution shall not be required in case of North-Eastern States and the programmes exclusively meant for women directors.

8.         Other Conditions:                            

  1. The expenditure shall be incurred as per the budget estimates within each head of the budget estimate approved by NCUI.
  2. Deviation to the extent of 20% in the number of participants would be allowed in other words, in case the number of participant is less than 10 in the group, there would be proportionate reduction in the financial assistance according to the actual no. of participants in the group.
  3. The amount shall be finally adjusted against actual expenditure.  The coordinating organization shall furnish the details of expenditure, along with original voucher and the Tour Report / Diary and the utilization certificate within 15 days of the completion of the programme.
  4. The organisations which are unable to utilize the sanctioned assistance within the same financial year, shall either get the revalidation to conduct the programme at a later date or refund the amount immediately.  The organizations that do not refund the amount shall not be eligible for any further financial assistance. The State which has been given financial assistance for the Study Visit shall be eligible for another assistance for the same purpose only after a gap of latest one year.
